Benghazi is not listed, only Tripoli. It is not and never was a Consulate. It does not and never did have the sovereign status of an embassay. It's always referred to by the State Department as a Mission and this difference is important.
It's just a piece of property that the State Department owns or leases. If it was used for trafficking Libyan arms stockpiles to Syrian rebels, then they couldn't do that on US sovereign territory. Then it's accountable. This was a black op after all. Hence the two big warehouss on the property that the US goverment and the media have yet to mention. And State can hardly admit that they're running an illegal arms smuggling operation, now can they?
And because it's a black op, that's why the ambassador had such an inadequate security team. Got to keep limited the number of observers and witnesses. And it's also why the US couldn't intervene as it was going down despite having realtime video and audio. There's no violation of US sovereign territory involved. It could be Iran-Contra all over again, except this time the US field agent and his team were killed.
